Fuel price

When we heard that the fuel price had gone down in global markets and our neighbours country already replace the price tag to reflect the changed, we thought that our fuel price will be going down in near future too. While we all waiting for the day to come, GOV give us a great surprise! (they usually do) We will not enjoy a reduce but have to pay more instead.
GOV just announce a increase of fuel price by 3 to 4 cent in the next 1 or 2 months. The change of price is due to the replacement of fuel standard to close to EURO II in which we will committed to a more environmental-friendly fuel with less emission of NOx, an ingredient to create acid rain.
I do not know what is the cost of changes to comply the new fuel standard, but I thought that the fuel companies have the responsibility to improve their product without increasings their price, further more the market price already drop, they could produce better fuel with the same cost. When GOV enforcing certain industry to comply some standards, those companies have to commit to the standard and bared the cost without changing their price, why the fuel companies have any different? FYI, the EURO II is nothing new, The current standard is EURO IV.
I appreciate the GOV's act towards the respect of environmental, but I sensed that the action have some hidden interest for certain party. Suppose GOV is to protect and gain the best interest for the people rather than to protect and to gain the best interest for "certain" people.
